The Parkway was an early project of master builder Robert Moses who envisioned covering the New York Central tracks to build a great highway along the water surrounded by parks. At a cost of $109 million, twice the price of the Hoover Dam which was built at the same time, the project was praised by critics, but some questioned the decision to place the highway along the waterfront, creating a barrier between the park and Hudson River.
